Thats the mid2vgm program. It's an old 32 bit mode windows console program . It was written efficiently !
I guess Windows doesn't like efficiency any more !
That program parses the MIDI & outputs a VGM chiptune file. It didn't used to take megabytes of code to accomplish things.
My video player Engine on the Commander X16 is only about 1.5k of machine code !
I do most of my preliminary work in Linux, I haven't tried to do a Windows build and test on this yet !
