Big problem for me.

A single program is not working to answer my own question.

Because it is a single program that is not working the problem is NOT with MS, where it's extracted to, nor a remedy of white-listing.

The problem is between the 2 versions 3.13.1 and 4.00.0

Surely the program will work to some point before it stops, see where that is and diagnose from there.

Perhaps the "qb64pe" directory in the Windows 7Zip archive could be versioned e.g. "qb64pe400" to minimize the merge issues that people have with every new release?

A user can always rename that directory after unzipping if they so choose.

For the other common issues, the archive could include at the top level a "!!!!!READMENOW!!!!!.TXT" file with all the dos, don'ts, shalls, and shall nots.

Or perhaps the Release Announcement forum page could have a !!!!READ THIS BEFORE INSTALLING!!!!! page?
