yes without freeing security restriction options, windows wont even store a disapproved of file in downloads, no chance to see for yourself what it is. Microsoft's answer to security is to blame everything and everyone else that is done on the system, false positives be damned!. Windows 10/11 couldn't possibly be a security nightmare steaming pile now could it? Nah, that's not it.

For me, all downloads go into the download folder and I don't have any problems with most of them. Whether it's ZIP or 7z or whatever, I don't get a message from Defender.
What I've often noticed is that when I download files from this forum (whether 7z or BAS), Defender gets upset and prevents the download and I have
to approve it manually. Not always, but in comparison here most of the time.

And I find the whole thing odd, as I never tend to get Defender notifications from anything from the forums here, with Win 11. Makes you wonder how exactly one person's machine flags something that another's machine is okay with. There's got to be some setting in the OS somewhere for how strict/safe one sets their machine to be -- I just don't have a clue where/what that setting is!

I had no issues on my Win 11 PC. Moreover, all the files in the 7z archive are plain text SVG.

For me, all the files I download end up in my default download folder: D:\Temp\Download
From there, I then move the files to where they should go, regardless of whether they are 7z, RAR, bas, videos or songs, and so on. The only problems I have had so far have been with the two 7z files from here. As Steffan-68 already mentioned, you would have to manually unlock them in Defender. But I don't want to do that, even though I don't think the file really contains a Trojan -- but one have seen horses puke.

I know, I downloaded the file after confirmation in Defender and then packed it.
But I got the same message as 'kernelpanic'.

@Terry, I don't need to tell Windows because everything ends up in D:\ as described. Nothing ends up in the standard Windows download folder under C:\, except for an update; that's probably set up that way on the server in question, or something like that. Like here:
But that's the absolute exception.
The download folder is set to D:\Temp\Download in all browsers - Chrome, Edge, Firefox.

The default location is always checked by Defender.
I can use a different folder for the download and exclude it from scanning in Defender, but that is not the solution as potentially dangerous programs are no longer checked when downloaded.

On Windows, networks are set as Public by default. It may be beneficial for someone having false positives to change that in their network properties, as perhaps downloaded files from a public network get more scrutiny (just speculation).
