code locks up when SHELL

i'm trying my programs on a different computer.
the programs frequently lock up when running the SHELL command, typically when executing "notpad.exe" or starting a .BAT file.
the other pc is running Windows 11 Home
they run just fine on my laptops, one runs Windows 11 the other 10.

any thoughts or suggestions?

Sounds like maybe QB64PE EXE, programs & folders need to be registered with Defender or antivirus.

ok, scratch that.
i guess it did help.
i was trying something else, and now it doesn't lock up, even after i undid what i was experimenting with.
maybe Windows just needed a few minutes for the add to exclusion to take effect.
