I had that too and I don't know why Windoof is upset about this file. 
Probably because it is saved in the download folder and checked directly by the Devender and he just doesn't like something, which doesn't always have to be right.
yes without freeing security restriction options, windows wont even store a disapproved of file in downloads, no chance to see for yourself what it is.
Microsoft's answer to security is to blame everything and everyone else that is done on the system, false positives be damned!. Windows 10/11 couldn't possibly be a security nightmare steaming pile now could it? Nah, that's not it.
Unfortunately, I don't know why Win 10 is causing this trouble. For me, all downloads go into the download folder and I don't have any problems with most of them. Whether it's ZIP or 7z or whatever, I don't get a message from Defender.

Sad  What I've often noticed is that when I download files from this forum (whether 7z or BAS), Defender gets upset and prevents the download and I have 

to approve it manually. Not always, but in comparison here most of the time.   Huh
