For me, all the files I download end up in my default download folder: D:\Temp\Download

From there, I then move the files to where they should go, regardless of whether they are 7z, RAR, bas, videos or songs, and so on. The only problems I have had so far have been with the two 7z files from here. As Steffan-68 already mentioned, you would have to manually unlock them in Defender. But I don't want to do that, even though I don't think the file really contains a Trojan -- but one have seen horses puke. 

D:\Temp\Download is not normally a Windows default download folder unless you explicitly told Windows to use that folder. This may be the download folder you set in your browser but Windows will not recognize it as "official".
