There's got to be some setting in the OS somewhere for how strict/safe one sets their machine to be -- I just don't have a clue where/what that setting is!

On Windows, networks are set as Public by default. It may be beneficial for someone having false positives to change that in their network properties, as perhaps downloaded files from a public network get more scrutiny (just speculation).
