Well if the number of items is a prime number then you have 1 row and x columns or versa, your only choice without dividing up an item.

if you have 15 items 3*5 or 5*3 rows and columns

if you have 12 items you can do 2 and 6 or 3 and 4.

So if you are starting with item numbers you are limited to the divisions by the nature of the number x.

The original 13 states had a hell of a time designing a flag with rows and columns but if you make in between rows one less then you can order more stars

We know the number of items, and a list of different ratio options. If a certain ratio doesn't divide the number of items evenly, we would add empty placeholders to increase the number of items to evenly fit the items. Hey, that might work! I need to get back to the PC, will need to find some code to find two numbers' lowest common denominator!
