How do you boot Win 11 in Safe Mode?

I would try the following
Quote:To enter Safe Mode in Windows 11, go to the power menu, hold the Shift key, and click Restart. Your PC will boot into the Windows Recovery Environment, where you can select Troubleshoot > Advanced options > Startup Settings > Restart. After the next restart, you'll see a list of options; press 4 or F4 for Safe Mode, or 5 or F5 for Safe Mode with Networking.
