Xcode 10.1 supports C++14 reasonably well (I think), so you could try PE v3.11.0 and see if that works for you. It's the last version that targets C++14.

I did install both Monterey, Catalina, Sequoia and Tahoe on small spare SSDs from which I can directly boot from using my thunderbolt Advance Dock station (BTW, no speed difference with my internal SSD) and QB64PE 4.x runs fine on all those OSes with their relevant XCode packages.
I've also other small spare SSDs with LMDE, Ubuntu, Debian on those, but the "small" problem is that all the Linux installations put also their grub section in the hydden EFI section, and that is damned pain in the neck to make the clean up.
Meanwhile, even Elementary OS Pro that provides a macOS kind of desktop isn't as elegant as macOS itself.
BTW, I also still run OS/2 on a tiny spare SSD because I've a lot of products my team developed for it when we closely worked with IBM in the Boca Raton and Raleigh labs that I like to use again.
But never the MS' crap named Windows (whatever its version 4.x, 9.x, XP, NT, Vista, 10 or 11) that I use only in sand boxed VMs using the excellent product VMware Fusion (which is free now) to protect my bare metal hardware and their internal EFI .
