Ok, I just found an updated Pacman Dossier on the net. It states that: 100% speed = 75.75757625 pixels/sec

Very close to 37.5 * 2
This in my mind is almost certainly due to having to program directly to the video hardware.
I'm probably not going to be able to achieve perfect pattern matching as I had hoped.
