A WEBP is superior to GIF but is heck to support. But then how to capture each frame of one of these animations? How many frames to capture? Because the file could get quite big, because it will support more than 256 colors. Putting bplus' effort into a GIF/WEBP would make it static; part of the charm is the randomness with the leaves falling and what goes on "inside" that silly pumpkin.
I'd rather forget about the banners that were shown in the past. What is the sense of showing them again, if they used to be displayed for a long while each one? Those banners happened before the qualifications were changed, and those aren't programmable, mostly just static JPEG or PNG, a QB64 program which is just `SCREEN _LOADIMAGE("whatever.png", 32)`.
EDIT: OK the one that is about to be replaced was the result of a QB64 program but it features no animation, so... take your shots.

For the record, the very first Winter Banner also was a QB64pe snow fall animation from which a still shot was taken using Steve's SaveImage library, same as how I took a still shot last night from Falling Leaves. Walter's Spring was probably a Cut/Paste Photo Shop deal. And Terry's as you said was a great full fledged QB64pe app from which I suppose a screen shot was taken. I don't know if he used a save image or just took a screen shot? I can't take screen shots of my animations because my screen isn't 1400 pixels wide so I have to use SaveImage.
You may want to forget last seasons banner but if we build a Banner Hall of Fame and show the entries everyone who submits an entry can be recognized in the legendary Banner Contest at QB64pe as gyrmmjack was recognizing a future asset of this forum! Just another corner you can visit here if you wish.
BTW I have volunteered to be custodian of Banner Hall of Fame. Put it up there with Christmas Code Board.
